Main responsibilities

Working relations 

The Fin/HR officer reports directly to the Finance Coordinator Iraq & Syria for the Finance part and to the General Coordinator Iraq for the HR part. The Finance /HR officer receives technical support from HQ HR referent for Iraq.

S/he works closely with the Iraq coordination team which includes:

·        Medical coordinator

·        Liaison and Sec officer

·        Harm reduction officer

Essential duties

· Maintain expected standards regarding procedures and deadlines of three areas Finance, HR and administrative operations in Iraq mission (Baghdad and Erbil).

·Lead the cross-cutting and multi-disciplinary connection within the context of the activities with MdM and partners’ teams

 

Finances

  • Cash management (inventories, management of foreign currencies, banks, supplies, etc.)
  • Establish payments, manage advances and monitor contract payment deadlines
  • Carry out accounting procedures (recordings, codification, reconciliation, closing, transmission, archiving, etc.
  • Record all expenses in MDM accountancy’s software (SAGA) daily, and to properly fill in the information needed (date, accounting code, project, budget code etc.). according to the allocation table and Budget forecast.
  • Prepare monthly closing, revision, archiving and integrity of accounts for the mission.
  • Issue vouchers, and to properly archive the invoices and Saga vouchers in dedicated files.
  • Prepare the cash count and bank reconciliation at the end of each month.
  • Review monthly accountancy Submission from all bases (hard Copy +soft copy) and integrate it into SAGA
  • Check invoices (compliance check), file, copies, archive
  • Monitor the site budget (actual and forecast)
  • Support and participate in budget preparation (construction, revision)
  • Contribute to the preparation of donor proposals and reports
  • Provide support during audits
  • Provide financial management support, including payments, transfers, bank communication …etc. to MDM-Spain in Iraq.

HR

·        Draw up contracts

·        Pay wages, prepare pay slips

·        Post-pay management (social and employer charges)

·        Manage personnel data, physical files and databases

·        Manage and monitor absences (leave, sick leave, etc.)

·        Provide support with managing disciplinary cases (writing letters, legal advice, archiving, etc.)

·  Provide support with recruitment (publishing advertisements, sorting CVs, invitation to interviews, organise written tests, collate references, etc.)

·  Participation in the implementation of the training plan (follow-up with training organisations, monitor individual training files, etc.)

·   Provide HR management support, including HR guidance, payroll, salary calculation…etc.  to MDM-Spain in Iraq.

 

General Administration

·        Draw up and monitor service and insurance contracts (medical, insurance, etc.)

·        Draft administrative letters

·        Archive partnership agreements, MoU, etc.

·        Monitor the legal framework (employment law, taxation, etc.)

·     Contribute towards updating HR and financial procedures, proposals for adjusting the internal management framework

·        Manage visas, work permits and various authorisations (applications, monitoring expiry dates, renewals)

·        Responsible of MdM Registration and renewal process in both KRI and Federal region

·        Manage any updates required regarding MdM Registration File in both KRI and Federal region

·        Maintain a smooth collaboration with MdM Representative in Baghdad to expedite visa processes in Baghdad.

·        Act as afocal point with MDM contracted lawyer in KRI and consultant in Baghdad.

CONTEXT:

MdM has been working in Iraq since the 1990s. During its first mission in the country, MdM was providing general and specialized medical services (surgery, training programs for traditional birth attendants). Since then MdM had several programs which included paediatric surgery, contributing to the renewal of techniques and knowledge of surgical, medical and paramedical staff in 1997, emergency medical activities in 2002, building local capacity on basic emergency healthcare services at community level in 2006. From 2009 to 2011, MdM supported an Iraqi NGO in the implementation of a program aimed at improving the skills of midwives and traditional birth attendants in accordance with recognized international standards.

In 2014, with the arrival of ISIL, MdM started to provide immediate healthcare support through curative and preventive care including MHPSS services to IDPs and host communities in the Kurdistan Region of Iraq (KR-I). Later, MdM expanded its support to the most vulnerable IDPs and host communities outside of the KR-I region, in Kirkuk Governorate in July 2015, and in Ninewa Governorate in April 2016. Since 2018, MdM has developed a program where activities are gradually handed over to the MoH.

The current program focuses on supporting the local health authorities in providing quality PHC services (including MHPSS and GBV response) and continue to strengthen the capacities of local public health authorities in Dohuk, Kirkuk and Ninewa governorates, to provide quality care and respond to  health needs of IDPs, returnees and vulnerable host communities.

This includes:

·    A combination of direct and complementary services, especially related to general health, Sexual and Reproductive Health (SRH), while contributing to the health system strengthening through capacity building at DOH level

·     Mental health and psychosocial support (MHPSS),

·      Gender based violence (GBV) integrated within the PHCC general health services, SRH and MHPSS services

·     As a cross cutting approach MdM is planning to develop a community health based (CHB) approach to ensure community participation, while empowering individuals.

 

In 2023, MDM adapted its strategy to the emergent needs in Iraq with a new focus on:

·      Harm Reduction in relation to the health needs and improvements of persons who use drugs.

·      Environmental health and support population who live in harmful environment. 

Skills required:

Education:

·        Bachelor’s degree in finance, Accounting and/or HR. Bachelor's degree in a different field can be considered if combined with a relevant experience. 

Professional Experience: 

·        Minimum 2-year experience in a similar position (NGOs/private companies) 

Skills and qualities required:

·        Good knowledge of banking sector

·        Good knowledge of labour law.

·        Good knowledge and practice of SAGA accounting file.

·        Good on negotiation with authority

·        Good analytical and writing skills

·      Good knowledge of the MS office software including Word, Outlook. Excellent in Excel. Knowledge of SAGA is a strong asset

Required personal skills:

·        Ability to take initiative to deal with difficulties encountered in daily work

·        Ability to adapt or change priorities according to the changing situation within a mission or the organization itself

·        Be flexible in performing the duties.

·        Autonomy, neutrality, hard worker

·        Able to manage stress and pressure, well organized

·        Ability to travel between Baghdad and Erbil as per the need.

Languages

·        English:  Fluent

·        Arabic:    Fluent

·        Kurdish:  preferred

Employment conditions

·        Position based in Baghdad (with regular travel to the field)

·        12 months contract. Renewable as per funding availability
