Job Title: Human Resource Director

Salary Range: (3,000,000 – 4,500,000) IQD 

Position Overview:
The HR Director leads Arcella’s human resources strategy, ensuring alignment with organizational goals while fostering a high-performance, inclusive, and compliant workplace culture. This role oversees all HR functions—including talent acquisition, employee relations, performance management, and organizational development—and partners closely with senior leadership. The HR Director manages an HR team and ensures the effective implementation of policies in accordance with local labor laws.

Key Responsibilities: 
• Identify HR-related challenges and implement effective, compliant solutions in line with Iraqi and Kurdistan Labor Laws and data protection regulations.
• Develop and manage the annual HR department budget, ensuring cost-effective HR operations within the approved financial framework.
• Establish, update, and communicate HR policies and procedures to reflect legal requirements and organizational best practices; ensure consistent understanding across all departments.
• Lead the full recruitment cycle, including job postings, screening, interviewing, hiring, and onboarding, ensuring the selection of qualified and diverse candidates.
• Review and approve job descriptions and employment contracts to ensure legal compliance, role clarity, and consistency across the organization.
• Oversee accurate and timely payroll processing, including income tax filings and social security contributions, ensuring full legal compliance.
• Conduct annual salary benchmarking and compensation reviews to maintain competitive and equitable pay structures aligned with market trends and organizational needs.
• Design and implement employee wellbeing, health, and support programs to enhance staff satisfaction and retention.
• Facilitate employee training, development, and performance management programs; ensure performance evaluations are conducted regularly and effectively.
• Provide guidance to employees and managers on HR policies, conflict resolution, and employee relations issues.
• Maintain up-to-date and confidential HR records and documentation, ensuring compliance with Iraqi data protection laws.
• Supervise HR administrative staff and ensure efficient, compliant, and high-quality day-to-day HR operations.
• Ensure timely submission of all required legal, tax, and social security documents in accordance with Iraqi regulations.
• Collect and analyze employee feedback to support continuous improvement in workplace culture and HR practices.

Qualifications & Experience:
• Bachelor’s degree in Human Resources, Business Administration, or a related field (MBA or HR certification is a plus)
• ≥ 5 years of progressive HR experience, with at least ≥ 2 years in a senior or leadership role.
• Proven track record in developing and implementing HR strategies aligned with organizational goals
• In-depth knowledge of Iraqi and Kurdistan Region Labor Laws, including payroll and compliance regulations, with a strong understanding of all relevant legal details. Preference will be given to Iraqi nationals or individuals with a minimum of 2 years of residency in Iraq or the Kurdistan Region.
• Experience managing HR budgets and overseeing full-cycle recruitment, employee relations, and performance management
• Proficient in enterprise-grade HRIS and HR tools.
Skills & Competencies:
• Strategic thinker with strong analytical and organizational development skills.
• In-depth understanding of Iraqi and Kurdistan labor laws, compliance, and HR best practices.
• Proven leadership and team management capabilities with a coaching mindset.
• Excellent communication skills in English, Kurdish, and Arabic (spoken & written).
• Skilled in conflict resolution, negotiation, and employee relations.
• Data-driven decision maker with the ability to present to executive leadership and external stakeholders.
